解決不均才是政府經濟手段的重要目標

葉倫:美貧富不均 200年最糟
美國聯準會主席葉倫17日表示,對美國貧富差距拉大表示憂心,並指出美國當今財富與所得不平等持續擴大的現象為19世紀來最嚴重。
但她並未提出對策,也未就貨幣政策與經濟前景做出論述。
葉倫在波士頓聯邦準備銀行的演說中,引述2013年聯準會公布的「消費者金融調查」說,美國下層半數家庭擁有的財富只占所有財富的1%,上層5%富人卻掌握全國財富的63%。
葉倫說,近幾十年來逐漸擴大的不平等,可歸因於頂層階級暴增的所得與財富,和一般大眾的財富卻增加有限。
葉倫質疑如今的現象是否符合美國歷史精神。也認為不平等現象惡化將影響美國的經濟潛力。
從1989年到2013年,美國上層5%家庭的所得增加了38%,其他家庭的所得卻只增加了不到10%。貧富差距拉大的情況,又更甚於薪資差距。
美國國會中期選舉將於11月展開,貧富不均成為熱門議題。
即使聯準會在2008年將基準利率調降至接近零,薪資增長的幅度仍難以跟上2009年6月至今的通貨膨脹。
葉倫指出,美國社會流動性遠低於其餘先進國家,部分原因在美國中小學教育經費主要來自非聯邦層級的稅收。
家庭財務與所得的不平等進而影響至教育層面,因為富裕校區的經費遠多於一般學校。

美股後市 看歐洲臉色
我們可以確定最近華爾街股市暴跌的原因,不是不如預期的美國零售業銷售數字,因為實際上從美股9月19日攀至高峰以來的美國經濟數字都相當穩健。要瞭解這波2011年來最大的股市跌勢,要考慮另外兩個原因。
第一是油價從6月以來崩跌近30%,主因是沙烏地阿拉伯顯然欲藉壓抑油價來阻擋美國頁岩油攻占市場,造成投資人拋售能源類股,帶領股市大盤指數下殺。在投資人重新將資金投入其他類股前,股市將難望回升。
如果油價下跌是股市重挫的主因,這將不成大問題。另一個更令人憂心的解釋是:歐洲。不僅是顯而易見的歐洲經濟疲弱,而是歐盟決策者無法、或不願作出因應疲弱的合理對策。
自2008年以來,歐洲疲弱的經濟大半時候並未引發投資人恐慌——只要美國經濟表現還穩健。即使在歐元危機最嚴重時,全球股市仍以美國經濟數據和聯準會的政策馬首是瞻。但過去數周歐洲的利空消息突然比美國利多更受關注,對市場的殺傷力也更大。
市場原本的假設是,如果美國的貨幣和財政刺激對美國經濟有效,其他政府和央行終將採取類似的政策,並達成類似的結果。然而這個假設似乎已瀕臨破滅,投資人預期歐洲央行(ECB)會追隨聯準會做法、宣布積極貨幣措施和大刀闊斧挹注歐洲銀行體系的希望,已在ECB總裁德拉基10月2日的記者會中徹底失望,全球股市從那天以後便節節敗退。
儘管歐洲推行撙節措施和制裁俄羅斯,已證明對經濟造成傷害,德國政府仍繼續要求法國和義大利立即削減支出。許多跡象顯示,歐洲很可能固執地拒絕遵循美國振興經濟的路徑。如果照這種情勢發展,美國經濟改善將不再被視為歐洲復甦的領先指標。
這種情況將使全球經濟展望更加黯淡,歐元區再度發生金融危機的可能性將為之大增。
許多投資人已開始假設,即使美國經濟進入能持久自已自足的擴張,歐洲仍會自陷於長期停滯或衰退。對全球經濟和全球化的公司來說,此刻的展望將比數個月前歐洲看似準備追隨美國政策時還惡劣。
但歐洲真會如此愚蠢嗎?答案應該很快會揭曉。歐盟執委會29日將公布法國和義大利預算審查結果,烏克蘭26日的選舉將提供開始取消制裁俄羅斯的機會,11月6日ECB也將召開下一次決策會議。

WASHINGTON (MarketWatch) — There’s no big surprise that the United States is the destination with the highest appeal to foreign workers.
But, as a map of the Group of 20 countries shows, it’s the U.K., and not the U.S., that holds the most appeal for Chinese workers. And both Turks and Russians who want to leave their countries see Germany as the top destination.
This is according to data from Boston Consulting Group and The Network released Monday, who surveyed more than 200,000 people from 189 countries.
Some other findings:
• One in five participants already has international work experience.
• Almost two-thirds said they would be willing to go to another country for work.
• The U.S. is in the top 10 picks of 42% of respondents. Next highest are the U.K. at 37% and Canada at 35%. (The researchers said all three benefit both from strong economies and being largely English-speaking.)
• Despite the rapid economic growth in Asia-Pacific regions, there’s little interest among Americans and European in moving there, mostly out of language concerns.

油價重挫 逼近90美元防線

國際油價跌跌不休,倫敦布侖特原油期貨8日下挫1.6%,跌至2012年6月來最低,逼近每桶90美元防線;紐約西德州原油期貨也下跌逾2%。油價重挫主因是國際貨幣基金(IMF)下修全球經濟成長預估顯示未來原油需求將疲軟,以及全球石油產量及庫存均增加。
IMF已將今年全球今年經濟成長率預估由4%下修為3.8%,市場擔心原油需求下降;另方面,9月OPEC產油量平均每天達3,093.5萬桶,創一年來新高,且美國上周(10月3日止)的原油庫存量又比前周增加510萬桶,均加重油市賣壓。
美國能源資訊局已將2015年西德州平均油價預估由每桶94.67美元,下修為94.58美元;布侖特油價預估由每桶103 美元下修為101.67美元。惠譽評等公司指出,布侖特油價可能跌到每桶80美元。
沙烏地阿拉伯已從10月1日起降低油價,顯示沙國寧可讓油價下跌,也不願犧牲市占率。分析師擔心OPEC內部可能出現油價戰。
8日國際油價震盪走低。西德州原油11月期貨最低跌到每桶86.83美元,大跌2.02美元,為87.80美元。布侖特原油11月期貨價最低跌到每桶90.57美元。
石油分析師指出,美國頁岩石油產量創新高,卻碰到石油需求疲軟。美國能源資訊局預估,美國石油產量今年平均每天增加110萬桶,預估明年每天再增產96萬桶,產量達到1970 年來最高點,但今年石油消費量預估減少0.2%,因而造成西德州中級原油價格重挫。

開發電動車頗為勤快的加州車廠特斯拉(Tesla),執行長馬斯克在推特宣布本月9日有新車或新科技發表,但欲說又止,賣足關子,引起各界競相猜測。
馬斯克喜歡用車款的字母玩遊戲,選字很用心。特斯拉有Model S與Model X之後,今年7月發表Model 3(美國售價3萬5000美元,約台幣105萬元)。
Model 3原本要稱為Model E,三款車合起來是什麼字?是Sex!結果福特興訟,說福特有個車款要叫Model E。馬斯克當時老大不高興,但後來說,不想和福特硬碰而敗「性」,只好用Model 3。

台灣更低薪.情況應更嚴重

Incomes are much lower than you think

The recently released Census Bureau publication Income and Poverty in the United States: 2013 confirmed the dismal picture presented in the Federal Reserve’s Survey of Consumer Finances that median household income has not recovered from the financial crisis and the Great Recession. The publication also contains fascinating information on the level and distribution of income. The numbers go to the heart of conversations about the “middle class” and the “rich.”
The headline news associated with the release of the new Census data was that poverty had declined. Indeed, the decline in the poverty rate was statistically significant and occurred primarily among children. Not to rain on that parade, but the poverty rate remained 2.0 percentage points higher than in 2007.
Median family income in 2013 according to the Census was $51,939, compared to $56,436 in 2007. The median means that half of households had higher incomes and half had lower ones. The table above presents the thresholds for being in different parts of the income distribution. For example, a household with an income of $150,000 is at the 90th percentile point, or in the top 10% of the income distribution. Even more amazing, a household with an income of $196,000 is at the 95th percentile, or in the top 5%.
The thresholds must be interpreted with caution because households include old and young, urban and rural, coastal and midland, and small and large. Yet, many of those with $150,000 of household income would be quite surprised to know that they are among the richest 10%.
These thresholds come into play in general conversation and in policy debates. When people refer to the middle class, are they really thinking of households with incomes of $51,939? When financial service providers characterize their target market as the mass affluent, are they referring to the 20% of households with incomes over $105,910 or are they thinking of a much smaller portion of the population?
In terms of the Social Security debate, many proposals suggest reducing benefits for the “affluent.” Since the maximum taxable earnings level for 2014 is $117,000, presumably such reductions would kick in for those with household incomes between the median and the 90th percentile. Do we really believe that households with incomes below $150,000 are so rich that they don’t need current levels of Social Security benefits?
Regardless of where people stand on the policy issues, they should cut out this little table so that when they talk about the rich, the middle class, and the poor they have a common household income figure in mind.
